Can You Call a Discard for a Pair?
In American mahjong, you normally cannot call another player's discard merely to complete a pair. A discard may usually be claimed for an eligible exposed group of three or more matching tiles, or when that exact tile completes a valid mahjong. The winning exception is the reason a pair can sometimes be completed from a discard even though it could not have been exposed earlier.
The ordinary pair rule
A pair contains only two matching tiles. Because ordinary calls create an exposure and eligible exposures generally require a group of at least three, a pair cannot be opened simply because its second tile appears in the discard area.
Keep the natural tile already in your rack and continue drawing for its mate. Calling “pair,” placing two tiles on the rack, or taking the discard for future use would reveal information and interrupt turn order without a legal exposed group.

During ordinary play
You may not claim a discard solely to form a pair. The tile remains in the discard area and play continues.
To complete mahjong
You may call the discard when it fills the pair position in an otherwise complete valid hand, provided the hand's printed requirements are satisfied.
Before calling for a pair position
- Confirm that the tile completes the entire hand, not merely the pair.
- Check the exact line on the current card.
- Verify suit, number, flower, wind, and dragon requirements.
- Confirm that any concealed designation is still satisfied.
- Make sure no joker is being used in the pair.
- Expose the complete hand for verification after declaring mahjong.
A pair can determine the whole hand
Pairs are often the least flexible part of a hand because they must be natural. A beginner may have several substitute options for a pung or kong but only a few remaining copies of the needed pair tile. Track visible copies early and reconsider the hand when too many are unavailable.
