Two card lines can look equally close while carrying very different risks. A useful comparison goes beyond counting matching tiles. It measures which hand has stronger natural progress, fewer rigid requirements, more live improvement tiles, and a better fallback if the next several draws are unhelpful.
Compare the Same Factors for Both Hands

Count natural tiles in correct positions, unresolved pairs, suit constraints, joker needs, and still-live improvement tiles.
Hand B
Use the identical checklist. A fair comparison is difficult when one hand is judged by closeness and the other by flexibility.
Natural Progress Matters More Than Raw Tile Count
A tile counts as progress only when it fills a real position in the printed line. A rack may contain ten tiles that resemble one hand, yet several may compete for the same group or use the wrong suit assignment. Another hand with fewer apparent matches may have completed pairs and clearer group boundaries.
Lay out the intended groups mentally from left to right. Assign every useful tile to one exact position and identify what remains missing. This prevents double-counting a flexible tile in two places.

When two hands remain close, use current table information. Favor the hand whose essential natural tiles are less visible, whose suit is not being heavily exposed by an opponent, or whose safe discards are easier to preserve. A small change in availability can be more important than one extra matching tile.
